iPhone / iPad: open the Files app → On My iPhone (or iCloud Drive) → Downloads.
Windows: open File Explorer → Downloads.
Mac: open Finder → Downloads.
Downloads save automatically to that folder — no "save to" prompt is expected, so this is the normal behavior.
